Pang Houa Moua Toy

Pang Houa Moua is the Director of Communications for the Southeast Asia Resource Action Center (SEARAC) where she manages the daily external communications of the organization. Previously, Pang Houa served as the Director of Community Education and Outreach for the Asian American Justice Center (AAJC). While there, she conducted outreach activities and provided technical assistance on a variety of issues including anti-Asian violence and hate crime prevention, immigration and advocacy. Additionally, she directed the English Language Learning and Integration program, which strove to build legislative and public education strategies to encourage support of adult English language acquisition. Prior to AAJC, Pang Houa served as Policy Advocate for Hmong National Development where she advocated for issues of importance to Hmong American communities. She managed the Hmong Action and Visibility in Education (HAVE) project, a national program which sought to empower Hmong parents to be actively engaged in education advocacy.

Pang Houa is equally passionate about women’s issues and is active in the DC chapter of the National Asian Pacific American Women’s Forum (NAPAWF). Pang Houa was born in a refugee camp in Thailand and arrived in the U.S. when she was four years old. She grew up in St. Paul, Minnesota and earned her Bachelor of Arts with honors in American Civilization from Brown University.
