As the chart shows, the most common annual budget size was $20,000 or less, followed by $40,000 or less. Twenty-nine percent of organizations that reported their budget size had annual budgets of $60,000 or less.

Organizations with such small budgets clearly must operate with volunteer support primarily. In addition, it is clear that their capacity to serve communities—regardless of their commitment, skill, or reach into the community—must be severely limited.
